That is because you have in Safari preferences the option 'Open "safe" files after downloading' checked (General tab at the bottom). The archive will be automatically unpacked at download. The file that is thus downloaded is the .smi file, not a .dmg file. Yes, in OSX it has the same icon as a .dmg file just like all disk image files, regardless their format. In OSX you can not discern the various types of disk images by their icon. But the file name extension of this file should be .smi, not .dmg.
Can you open the .smi in OSX? That is unusual, normally you should get a message that the image is a legacy format that needs to be converted. Maybe you have something installed that automatically converts old image formats?
