Mark Aldritt, the author of Script Debugger, confirms that he made version 3.0.9 freely available a couple of years ago. There's a download link here (the only one I've found):

Indeed! I always wanted to use Script Debugger, but could never justify the price. An added bonus is that it can debug scripts you want to deploy on OS X too
