what version of vista you running? I had that problem in my set up (64 bit version) and resolved the data error with the correct rom path with having the rom name in the end of the path.. eg:
rom C:\Program Files\SheepShaver\rom file\rom.ROM

seems to be working ok now, I have been shutting down background tasks as I run sheepshaver.. some snags I am still having but slowly working thur them.. Also make sure in the prefs the rom name is in the correct path, another boo boo i had before i use the gui (was doing it manually at first thur note pad). eg my config .. .. disk C:\Program Files\SheepShaver\hd\MacOS 9 retail + updates\Mac OS 9 Retail.toast disk C:\Program Files\SheepShaver\hd\os9 ...
