I upgraded my 10.2/9.1 disk image to 10.3 using Qemu. rtl8139 now works, and I can use the network from classic. The realtek 8139 is not supported in 10.2. I'm currently in the process of installing the realtek provided driver. As an experiment I deleted the escc and escc-legacy nodes in OpenBIOS, then ran Mac OS 9.2. Never even made it past the OpenBIOS screen.
