Depends; IIRC, Apple still provides the 10.4.9+ updates, but anything before then uses a broken and insecure update method that's been disabled on Apple's side. Apple has also been pruning some old update respository files of late, so it's possible the actual updates are no longer available via that method.

You can still get them all from the support downloads website as cumulative updates and supplemental updates though. There's only a handful per major point release that you need.

i rember, in vmware (hackintosh) mac os x 10.4.8 i haved updates but if i setup updates system just dies in next boot :???:

That's a problem with hackintoshing 10.4.x and attempting to update -- the drivers won't match. The update system itself works just fine. Since qemu-ppc emulates hardware that actually works with 10.4.x, it doesn't run into this problem.
