can I run a 68k binary in a PPC System OS?

can I run a 68k binary in a PPC System OS?

I can run the 68k binary of Netscape 3 in System 7.6.1 PPC. Is that normal? Is the binary a universal one?

Maybe the application is 68k plus PPC, but Mac OS for PPC also had 68k emulation built in. The majority of 68k applications will run in Mac OS for PPC. Even several extensions installed with the OS were still 68k.
