I can't open them. I have stuffit expander which will unzip the files I ask it to, but it will not expand binary files, whether dropped into stuffit or double clicked. Are there any solutions?

Bin files are Apple Binary encoded, which is basically serially stuffing the data and resource forks into a single file. Expanding this on Windows would make no sense, as you'd end up with two broken file fragments -- Windows doesn't know how to handle a resource fork -- so Expander for Windows doesn't even try.
Better to expand it inside SheepShaver or HFV Explorer.
We've got a few other threads on here that go into more detail or provide you with methods to extract the two forks if you really want to do it.
