RAM will be the limiting factor, I suppose.
Basilisk II does run by default 7.x to 8.1.
The main obstacle was moving files to the SE from a "modern" PC, when the target SE lacks the SWIM controller and thus the 1.4MB Superdrive.

You will need a vintage Mac with a working (Sony) floppy drive to write the images to 2DD floppy.
As far as I can tell, System 6 or lower will be preferable for a SE.

The Mac SE works fine with System 7.1, but 7.5.x is a bit of a memory hog for it.

The floppy drive is the one way you can't transfer data to the SE; the methods that will work are via the modem port, by mounting the SCSI drive somewhere else if it's the HDD variant of the SE. The alternative is to use one of the SCSI2SD adapters to stick stuff on SD cards and mount them as an internal drive.

Unless, of course, you happen to have one of the Ethernet adapters.
