RAM will be the limiting factor, I suppose.
Basilisk II does run by default 7.x to 8.1.
The main obstacle was moving files to the SE from a "modern" PC, when the target SE lacks the SWIM controller and thus the 1.4MB Superdrive.

You will need a vintage Mac with a working (Sony) floppy drive to write the images to 2DD floppy.
As far as I can tell, System 6 or lower will be preferable for a SE.
