Is it possible to make an image of a Mac OS 8 CD in Windows or Linux for use with BasiliskII? Is there any documentation on the process?

Any software that creates .iso images from CD's should work fine for this purpose, regardless the platform.

Edit: Note that BasiliskII will not run any MacOS 8 newer than version 8.1.

For Windows, IMGBurn is first choice: http://www.imgburn.com
I used the app when I did not have a Hackintosh.
GNU/Linux has e.g. K3B, which should do the same job.
