I tried changing the file's type via HFVExplorer (I changed it to APPL), but that just created a new error message:
Where did you get that idea..? Changing a file's type to APPL would only make sense if a file lost its Type/Creator information, but any application that has lost its Type/Creator information would also have lost its resource fork and thus be hopelessly beyond recovery. So I can't see how changing a file's type to APPL would ever be useful.
I'm a complete Mac novice, so I just blindly tried a solution that I found on another thread re: a similar problem with a game that gave the same error message I received. Obviously not the brightest idea.

I downloaded a copy from Macintosh Garden and opened it with Stuffit Expander 5.5, but all I get is a file simply called "Quagmire."
It's possible the program was MacBinary-encoded and then compressed with Stuffit, in which case you would need to open the file named "Quagmire" in Stuffit Expander a second time.

I did try that, but nothing happened when I dragged the "Quagmire" file back to the Stuffit Expander icon (not even an error message).
