I have two VMs, both in emulation mode, with PPC 10.4 and x86_64 10.7 (I have a M1 mac). They were installed with disk images from macintoshgarden and the internet archive. With both of them I see a strange issue when pinging 8.8.8.8:
Tiger output:

Lion output:
I do not see similar issues in a PPC OS 9 VM I have and a x86_64 Debian VM, with the same version of QEMU (7.0.0_1, installed with brew). Do you know what it could be? It seems an architecture-independent issue between OS X and QEMU network device..PING 8.8.8.8 (8.8.8.8): 56 data bytes
